A new User created with an openid but who doesn't fill out any other profile information shouldn't show in the list of users.
Some options:
- Require activation (Ugg)
- An "activated" field set the first time the user is saved and is "valid". (The user isn't valid when created by the OpenID registration)
- Don't actually create a new User from an OpenID until they provide their profile info in the 2nd step.
